Breakout Session 1A – Azerbaijan's CEIS: Transforming Social Welfare Through Connected Data and Proactive Services
The most transformative digital initiatives are not those that simply digitise existing processes—they are the ones that fundamentally rethink how services are designed around people. This session explores how governments can use connected data, integrated systems and proactive service delivery to improve outcomes, reduce bureaucracy and create more seamless experiences for citizens. Using Azerbaijan's Centralized Electronic Information System (CEIS) as a real-world example, delegates will discover how bringing together data from across organisations can support better decision-making, automate routine processes and enable services to be
